You're right, it does look like the 32186 of the 8448! When I look closely at the main photo, I can see some bevel gears, but it's not clear enough if they are within a diff housing above a 16 tooth gear and did something like what was done to the (...) Are each of the Tohunga intended to "match up" with a Toa and a Turaga? If so, which one matches with which? Some have obvious color similarities, while others are less clear.   City Block diorama
 
Back in July I built a city block of mostly "historic-style" buildings to go on the Vancouver Lego Club's train show layout. Nice! Lots of great detail. I don't think the canopy looks out of place at all, but if you replaced the blue canopy with a clear transparent one (if you have one) I think it would work a lot better with the colour scheme.
