Well, James corrected me and he's right(1). The Throttle is a restrictor (if you look up throttle, one meaning is to cut off airflow) in the steamline. This is a bulkhead flat, used in the US for loads that don't need weather protection, but which are large enough or high enough that there is a danger of them shifting off the ends of the car, hence the end (...)
