Good point.  No, you can't.  The tender uses some black pieces (the rear
panel for instance) and red lights from the colour bag, as well as
(obviously) several of the coloured bricks (1x2s, a 1x6, 1x1s with handles).
You have to rob these back off the tender to build the non-tender loco.
