No, curves are 22.5 degrees. If you give Track Designer bitmaps at 0, 22.5, 45
and 67.5 degrees it can generate all the other possible rotations. However,
the existing registry only has track at all these rotations, road plates,
monorail[1] and buildings are at 0 degrees, so TD will only give you 90, 180
and 270, but I think that is sufficient for most cases.

[1] Interestingly, with monorail, even though it has 45 degree curves, it is
impossible to build anything at 45 degrees. This is because the 45 curves have
special ends that restrict you to another 45 degree curve, or the 45 degree
curved part of a switch. Therefore the 90 degree rotations are sufficient.
