Yes they are, but they can be order seperately, the Black Frame & wheels set
is been having a QC are Larry said, but the Red plain Frame is too!  The
train frames have been cheep lately.

(...) I second that one! I've bought three of the wagon plate and wheels set, my confidence in LEGO faltered.(for a moment)-Harvey p.s. 4565 is the best deal. (24 years ago, 1-May-01, to lugnet.trains)
