You certainly could use the optcoupler out of a computer mouse, but that
wouldnt be the best may to do it. They wouldnt be designed with this
application in mind, so you might fry the phototransistor if you used
too much current, or too high a voltage. Also, the LED inside might be
designed with a resistor built in, or it might not. There's really no
way to find out. Also also, they have a bit of a gap in between the LED
and the phototransistor (for the encoder wheel). You'd have to cover
this with something to stop stray light from interfering. (of course,
that's all IMHO)

My advice is to buy them new. That way, you can get a data sheet, and
you know exactly what you're getting. As for places to buy them, Digikey
(http://www.digikey.com) is a very good supplier of electronic
components. See http://info.digikey.com/T022/V5P5.html for the page on
optoelectronics in their catalog. I don't know if they ship to where you
live, though. If you live in a reasonably large city, there's a good
chance you can find an electronic components store there. Look in your
Yellow Pages (or local equivalent) under something like "Electronics".
