See the Model Shop? It's on the roof, where the light gray map of the US is
drawn. You can see the (short) flight of stairs going down the back to the
path, which wraps downward around the right side of the Model Shop. If you
have access to Miniland, you will probably have access to the Model Shop
roof, but you should probably ask to make sure.

And I don't know how their liability insurance works for places not handicaped accessable, where people could fall off roofs, down (...)
