That's an interesting idea, and they'd get some crossover as well between the
two play systems. They already seem to have some appropriate minifig
accessories, too ... the top hat, for example, would be everywhere. Horses and
carriages, steamboats, the like. Maybe sets like:
(1) Printing press - comes with a timmy-like newspaper boy and an aproned
bespectacled man. Turn a little crank, and components in the machine flip
around, turn, spin, rotate, and slide out a couple of white 2x2 tiles with
newsprint on them. Boy should have bicycle as well, and maybe some LEGO
coinage.
(2) Taxi - comes with man in tophat, horse, and carriage.
(3) Linen Factory - dozens of small female minifigs, operating machinery
with working rollers, washers, steam presses.
(4) Meat packing plant - several male minifigs, some with peg legs and hook
hands. Several horses and a Belville Foal, perhaps. Lots of 1x1 round
cylinders in chrome, preferably, or light grey otherwise. A big device with a
large, horse-sized opening on one end and a conveyor belt on the other. A
crank on the side spins large gears and blades quickly, moves conveyor belt
(which produces cans that are fed into a small funnel on top), and moves some
canning-associated arms/levers/dials.
(5) Include an an optional accessory pack to number (4) a doctor and a
scientific looking man in lab coat holding some bizarre mechanical hand device.
Call it "Tuberculosis Inspection".
Well, just come ideas ;)

| (...) Actually #5 is part of a 4-set multipack entitled "Consumption Clinic". Other included sets are: "Gross Anatomy" with the highly sought after cadaver minifig; "Bedside Manner"... a patient and nurse minifig combo that comes with a 2 x 2 round (...)
