Faster than Chris can say "Seven Layer Burrito" here's the rtlToronto18 Draft

I think we're pretty much in as much agreement over the main aspects of the
rules. However, I need your help to find any potential problems, mistakes, and
questions etc with it.
I was looking at the Drag Racing ruleset, and it features great items like
"Robot must be able to be lowered down rope by remote". Whoops. :)

PS-I'm also taking suggestions for an event name other than "Can't Stop the
Block" It has to use the word block. Or tower. Or Fireside Chat.
