I hear you.  I needed my medical records from a hospital once that
wanted to charge me the same kind of outrageous fee.  When I told them
I wouldn't pay them a buck a page to make a nickel photocopy so I'd
like to take them to Kinko's and copy them myself they said no.  Don't
remember the reason.

The reason?  They "own" your records, and you leaving with them is tantamount to theft.
Just for fun: try touching your file the next time you have an appointment!

I've been faced with this insanity twice.

Once I had to convince a doc-in-the-box clinic to give me x-ray films to
take to my real doctor.  They eventually agreed with the provision that
I would bring them back next time I was near.  I figured that I paid an
awful lot for them to not be my property.

The other time, I had to get records from a dermatologist to a new
doctor for a meeting the next day.  They would have mailed them, but not
quick enough.  I just took them and left - they chose not to call the
police.  I wasn't concerned with their property rights at the time - it
was about a decade ago - and it doesn't matter now.  I was really ticked
off at the time though.  They didn't even give me a price to copy them,
they just said they wouldn't let me have them.
