I've been faced with this insanity twice.
Once I had to convince a doc-in-the-box clinic to give me x-ray films to
take to my real doctor. They eventually agreed with the provision that
I would bring them back next time I was near. I figured that I paid an
awful lot for them to not be my property.
The other time, I had to get records from a dermatologist to a new
doctor for a meeting the next day. They would have mailed them, but not
quick enough. I just took them and left - they chose not to call the
police. I wasn't concerned with their property rights at the time - it
was about a decade ago - and it doesn't matter now. I was really ticked
off at the time though. They didn't even give me a price to copy them,
they just said they wouldn't let me have them.
