Definitely, when the speaker is irresponsible and uncivil. Freedom doesnt
mean one can do whatever the heck one wants. The concept of Freedom must be
tempered with responsibility and respect.

Whoa - if everyone is always responsible, civil, and unoffensive, why even
bother with freedom of speech?

Just because one should be free to speak their mind, doesnt mean that should be
able to at the expense of others pursuit of Life, Liberty, and Pursuit of
Happiness, which is the basic premise of the Constitution.
We bother with it because the society is civilized, even if the people in it
are pathetic enough to use it as a shield when trying to upset others.

Freedom of speech is there specifically to protect behavior people might find
offensive, like neo-Nazi marches through Jewish neighborhoods in Illinois.

Actually, Freedom of speech is there because it was amended to the US
Constitution in the Bill of Rights. Its not there specifically to protect what
someone may find offensive. They didnt have neo-nazis or the 3K back then.
Besides, not all speech is protected. Look up slander some time.
Heres the Free Speech Question of the Day: If all speech is free, can members
of NAMBLA organize in front of a day care center? Should they? Even you must
draw the line somewhere.
