There may have been a good reason - IF these retractions were all at the same
time, the person may have suffered some kind of personal tragedy (job loss,
illness/injury) that would have prevented him from following through on making
payment.
OTOH, if those 18 retractions were scattered over a period of time, then you
have to look at what percentage of the bidding activity that represents.
Also, it might be interesting to know if the 18 auctions were all from one or
two sellers, meaning there might have been a problem with the item description.
If they were from different sellers, then there are grounds for suspicion.
If I were to have 18 retractions (and I don't - I might have one) it would be
15% of the number of auctions I've WON, but less than 10% of the number of
auctions I've BID ON. Ideally, it should be only 1% or maybe 2% of total
auctions bid on.
Anything more than 10% would be suspicious, and you would be right to be
concerned.
