I'm guessing Walmart's clearance procedures are store dependent, or possibly
buyer dependent (for a geographic area).  I've been shopping at as many as
possible between Harrisburg, PA and the Mid Hudson Valley of NY.  Each store
seems to be in its own stage of clearance, from none to great deals.  I suspect
there are a lot of factors going into the equation, for example:

(1) Increased competition has left many clearance aisles "open" year round,
therefore you have to keep checking for any new items.  I used to only see the
clearance aisle for a short time after the holiday season (coming up! :o)  But
now Walmart's and Kmart's aisles have been steady since last the new year.
(2) Desire to add new items (which Lego has a number of now), forces older sets
to clearance more often.
(3) They seem to be separating the toy clearance aisle for aesthetic reasons -
as it is usually in disarray.  However, the aisle is normally kept in the same
area (most Walmarts have the same general design, with the garden center
located near the toys).
(4) and others

Recently, I've seen:
6573 Arctic Expedition          $5    from $15
8000 Pit Droid                  $5    from $20  (and one at $2)
Bionicle Trading Card Games     $2    from $15
8007 C3PO                       $23   from $35
8008 Storm Trooper              $23   from $35
1349 Steven Spielberg Moviemkr  $50   from $200 (most clearance is at $142 now)
1351 Movie Backdrop             $15   from $60

???? Forget - a town car set like Grip and Go, but normally $50 was $18

Others
9731 Vision Command             $29   from $99  (Best Buy)

And much more... but I guess the rule is, "just keep looking" and don't be
afraid to ask their policies or expectations for clearance.  (for example, I
got an extra $10 off a Dark Side Developer kit because the box was open but all
bags intact, and the Best Buy mgr. said he could knock it down further - to
$39).

My problem is that I have no more room for a new washer/dryer - the place is
clogged with unopened Legos :o)

(...) You're guessing right ;-) I asked a customer service manager about this when my local WM was way behind some of the clearance discounts I was reading about on Lugnet, and she told me it's up to the store manager. In particular, they wouldn't (...) (23 years ago, 10-Sep-01, to lugnet.market.shopping)

My experience with the Walmarts around here (Cleveland, OH) is that these "Clearance" shelves are not permanent, just showing up when they have alot of stuff to get rid of. They are also not always in the same place, but recently have generally been (...) (23 years ago, 10-Sep-01, to lugnet.market.shopping)
