I always check 'Merchandise' on the customs form; it is my understanding
that checking 'gift' would constitute fraud (invoice in package, etc.)

So it was most likely returned because the receiver did not collect the
package and not becuase there was tax due?

Could someone knowledgeable with the UK postal system have a look at this
package scan and diagnose the reason for the package return?:

I'm told that the package was addressed correctly.

What is the purpose/meaning of the 3 labels (marked 1, 2, 3) applied to • the
package?

One of the labels refers to this notice which was updated in March 2002:

I wish the process was as easy as "writing a different address on the • parcel
and applying a customs sticker" but it clearly is not.

(...) That is correct. Nickle and Dime stuff that the PO will never tag you for, but still fraud. As a note, you don't need to check off any of those boxes; I always just write "Lego toys" in the descriptor, attach the correct dollar value for the (...) (22 years ago, 5-Jun-02, to lugnet.market.shipping)
