Do you know why they made that piece? Along with

restricting rotation. Sounds fairly useful to me... although I would like to
have a 1x1 version as well.

Actually, I like both these parts, because they provide a technic peg (or two)
on one side and a smooth surface on the other.
Of course I never would have a use for them in blue, though ;-).
