I guess TLC is not enforcing the rules of its own contest:

I know there are some things with the voting that needs double checking. Ive
talked to the team working on the site and they are currently looking into
it.
As far as the 16x16 requirement, I looked through rules and Im not finding
anything about that. Could be because its a rainy Monday and my brain hasnt
fully engaged... can you help me out?

The official rules say:
As part of the LEGO Factory Element Pallet, the Entrant will be provided with
three different (3) 8 knob x 8 knob base plates which have a road pattern on
them, and two 8 knob x 8 knob plates in blue (symbolizing water) and green
(symbolizing grass) which can be combined in any way for a maximum building area
of 16 knobs x 16 knobs.
An answer to that question in the FAQ says:
You can build the model as tall as you wish, just remember you cant use more
than 4 base plates to build it upon. Paul Boucher, LEGO designer
