I agree with Mark. Promo sets CAN sell. However I suspect that Hess and
(to a lesser extent) Chevron are not the market dominators that Shell
is. Shell execs (and I am speculating) no doubt said "we don't need to
mess with those"..
BUT!!! 2 years ago Shell ran a promotion for a rather cheezy/flimsy
christmas train here in the US. Theoretically, you got one of 5 items
(track, engine, tender, shell tanker, caboose) for 2 dollars each time
you stopped in. (I got all 5 in one swoop)
SO, Shell DOES do toys. Just not good ones.
The Hess Tankers/Tows etc usually have been fairly good quality.
