This was my original argument for include. However, Todd already has a
mechanism to figure this out on the fly.

Not necessarily. There are situations where you don't want to assume
association with all parent directories.
For example, we don't necessarily want /off-topic/clone-brands/ to be
associated with /. This is also an issue with the loc groups. We want
/loc/us/ma/bos/ to be associated with /loc/us/ma/, but not necessarily
anything else up the chain. (1) It's a little bit of work for a lot of
flexability. But a lot of that extra work can be alleviated by using
include.
