One method to make shorter looking mini-figs may be seen at this link:

I look a basic 1x2 black brick (or you can use 2 1x2 black plates for even
shorter people) and painted one small gray/white line to make it look like
legs and then 2 silver half-circles for the feet/boots on my dwarves.
Finally, a thin, silver line across the top of the brick for a belt. (colors
may be varied for different effects) Have a look. It takes less then a
minute to paint each brick. Better yet, if you had some crafting markers,
it could even be done faster!
