rtlToronto have made one.

A friend also built one on a LEGO-fest I held back in April. It's still
assembled at home but I have yet to make photos of it and put them OnLine. He
used four 2 x 6 train weights as counter weight, a longish arm with an town
dump-truck bed as "sling". We had great fun launching misc. bricks and Technic
figures with it.
He had the impression it would be more effective if it had wheels on it, but
the truth is that the pivot center should have wheels on a "rail" configuration
to increase power, not the device itself :)
