For purposes of review and analysis, I am reproducing a portion of the
document whose URL is listed above.  Specifically, the Licenze section:

The commands described in this document are special extensions to the Ldraw command syntax. Other
developers may include the same functionality in their own developments to be compatible to MLCad.

OK, that's good.

When implementing one or more of these commands the developer must clearly state the implemented
commands, in a documentation available to the end user. Also a reference to this document which can be found
on the following web site (http://www.lm-software.com/mlcad) has to appear in that documentation.

OK, so if someone writes a program that uses these commands, they must:
a. List the commands in their documentation
b. Provide the URL to the specification in their documentation.

This specification document must not be provided to third parties on any other location than the web site
mentioned above neither electronically nor on paper, without written acceptance from the author of this
document.

I'd say this requirement interferes with requirement (b) from the
previous paragraph.  Providing a link is a way of providing the document
to 3rd parties (or so it could be argued).

Maybe "provide to 3rd parties" could be changed to "publish"?
