I believe you can write unreadable code in any language - perl perhaps
makes it easy for you, but it also lets you write extreamly readable
readable code - just a matter of style.

I don't know - that's up to Kevin to decide. I think once an API is
written, it's not up to the author to teach how to code in the language
chosen. If it's a Tcl API, you should know Tcl. If it's a perl API,
knowledge of perl is assumed.
Which, btw, brings up another point - I don't have statistics, but I
think the perl userbase is much larger, meaning a higher percentage of
users would be able to use it. I may be mistaken though.
