L3P always expects decimal point "." and the above arguments will make L3P
print its options and then an error message.
However, there are so many options that I have inserted a pause,
where you are expected to "Press any key to continue".
I guess this is why you think L3P was never exiting.
Try activating the DOS windows and press some key.
Then L3P should exit.
LD4DModeler should BTW specify -stdout as the very first option, see
http://home16.inet.tele.dk/hassing/l3p.html#stdout
This will ease the interception of L3P's output.
In the next version I will also let this option skip the pause.

I can still reproduce the error by changing to comma (...) (23 years ago, 10-May-02, to lugnet.cad, lugnet.cad.dev)
