Reviewers should feel able to make comments like "subpart unnecessary - I would
prefer these to be inlined".

From an authors perspective, I have a preference to keep things modularised -
that way a correction to a symetrical region of the part is easier to do,
without me needing to keep separate modularised ("source"), and monolithic
("compiled") versions of the part files.

There are two definite needs for subparts :
1) dithered colour patterns due to an LDraw limitation
2) shells for frequently patterned parts (eg 973s01)
Beyond these, maybe the criterion should be re-usability rather then size.

For example, the two subparts for 2039, (containing 82 and 135 lines and each
used 6 times in the main part) reduce the size of that part from ~95k to 29K.
But these subparts probably have zero reusability, so maybe should have been
inlined.

On the other hand the stripe section form the old flags (777s01) whilst only 7
lines, should be re-usable in various flags, so may have greater justification
for its separation. Here is where it becomes tricky, because that subpart is at
the moment only used in one part, but based the authors knowledge is has _the
potential_ for re-use.
