In this case, it seems that a use-specific name such as: "Technic Tie Rod" might
be appropriate, since even if one doesn't use this part as a steering linkage,
the "specific" term "tie-rod" is actually generic enough to cover just about
every use (even in the Y-wing, if you stretch it a bit). Tie-Rod certainly make
a lot more sense to me than "Axle with [something]" since, while it does have an
axle-like cross section, there is no way to use it in any manner that is similar
to an axle.
