That looks like a set of fabuland "saddle bags" to me, IMHO. They were used with some of the motorscooter/motorbike things (25 years ago, 1-May-00, to lugnet.cad.dat.parts)

Found this on a flee market. Its colour is some light brown. I think I have seen that colour on some Fabuland part, but I'm not sure. Also, I can't find the colour code in the LDraw FAQ. I'm thinking that the CyberStinger set "attack" action would be similar to the quick flip action you are looking for, but I'll have to take a look at one of them when I get home from work to be sure.
