Another thing I'd add:
Categories by size or piece count.  A small creation can be just as
technically interesting as a large one, though larger ones are usually more
impressive just because there are more places to put details.  I'd like to
see small elegant designs having a chance.

Two categories would probably be enough, though you could do more.  You
might ask the folks who have experience building these where the cutoff
point(s) should be.

Good point.  It's hard to do it by number of elements because it's a
pain to count the elements on an assembled model.  I think a size
cutoff would be good though, i.e. anything less than X studs long and
Y studs wide is in the "small" category.

Another rule: must be operated by a minifig and at minfig scale.
