.org-based groups (e.g., lugnet.org.us.nelug, lugnet.org.ca.vlc, etc.): yes
with respect to market and related things (but obviously no with respect to
issues of strict legalities, etc.); .loc-based and other groups: no.

Well, if you have an Aus user group and would like a lugnet.org.au group/list
for that, or a subgroup lugnet.org.au.legoz (or whatever name you've chosen),
and everyone can generally agree that auctions are OK there, then that's OK.
The difference between the .loc hierarchy and the .org hierarchy is that
.loc is reserved for non-special, non-official-group discourse, whereas
.org is reserved for special, official-group discourse dedicated specifically
to organized groups of people who've come together for a purpose.

Possibly, I can't imagine too many others...certainly not things for example
about not posting anonymously or not posting things which infringe on the
rights of others legally -- those are core tenets.
One thing an .org.* group might want to do is perhaps restrict who can and
cannot post there -- to limit posting to members of your organization only.

That's close, but not quite exactly. The .loc groups are actually designed
specifically for _localities_ around the world and for anyone who wants to
talk about things relating to those localities -- not just the inhabitants of
the localities covered. Thus, although people might be aggregating in .loc.au
or .loc.uk or .loc.us, those groups are still totally open for anyone to read
and post to.

I think this is something definable for groups established to serve specific
clubs or organizations which have a defined membership (i.e., groups under
lugnet.org.*). Groups under lugnet.loc.*, however, aren't established to
serve any specific group of people beyond the obvious association by nation
or state.
