Well, ultimately it's your site, Todd, and I think the T&C's you've set down
are entirely fair and reasonable. If you want to change something, far be it
for us to complain. After all, moving .off-topic from the front page is very
different from "thou shalt not have religious discussion in .off-topic".
As one who is contributing to this non-LEGO noise at the present I don't
really mind where .off-topic resides, as long as I can still get to it (I tend
to read from the web interface). It's probably not a bad idea for the more
recognisably controversial groups to be shifted to prevent deterring newcomers.
