Yes, it would break that rule.  :-(

However...

Even though consistency in structure is good from both a mathgeek-sysarch's
and an end-user's point of view, I think it's ultimately more important to
serve the empirical needs of the end-users above most else.  That is, users
are more important than 100.00% consistency.  The consistency should be there
to help users, but when it starts getting in the way, the consistency should
be relaxed somewhat.  And I think the current 100.00% consistency -is- getting
in the way here.

Thus, the negatives arising from a tiny bit of inconsistency (special cases)
are, in this case, likely to be much outweighed by the positives.

Well, ultimately it's your site, Todd, and I think the T&C's you've set down
are entirely fair and reasonable. If you want to change something, far be it
for us to complain. After all, moving .off-topic from the front page is very
different from "thou shalt not have religious discussion in .off-topic".

As one who is contributing to this non-LEGO noise at the present I don't
really mind where .off-topic resides, as long as I can still get to it (I tend
to read from the web interface). It's probably not a bad idea for the more
recognisably controversial groups to be shifted to prevent deterring newcomers.

(...) "Recognisably controversial" -- that's an interesting (and helpful) choice of words. By that metric, I think there are actually 3 areas which could end up deterring newcomers: 1) .off-topic.* 2) .admin.* 3) .market.auction (Not 100% sure about (...) (25 years ago, 9-Mar-00, to lugnet.admin.general)
