| I don't think its Lego as there is no part number but the plastic feels of a higher quality than most clones. (URL) really like them so I hope they are Lego. | Maybe it's because the grey parts pack a.k.a. 7161 Gungan Sub isn't being sold at discounted pricing yet? ;-) It does have an awful lot of grey and blue bricks in it, looks like more grey bricks than blue, though, from what I can see of the picture.
