If there is no benefit to sellers, who is going to participate? You can set up whatever scheme you want but unless there is motivation, you're going to have a lot of buyers but no sellers. The idea is that you start with the crane and a 32x32 area (or larger if you wish) and then gradually build a building underneath it. Well, I am sure some stores do mark up deliberately, but working with the Systems department at Meijer, many times, it is a screw up uploading the prices every week.
