Gauge is -nothing- to do with scale. The proof can be had with N scale (or 2mm
scale, if you use UK conventions) Why? Because, 2mm scale, Standard gauge,
works out to 9.42mm track gauge. Not 9mm. So, if you are running you "scale"
1/148th engine on 9mm track, then you are running it on track that is under
scale gauge (in this case, to 4'6", rather than 4'8.5")
OO is even worse, there are 4 "OO" gauges, from 16.5mm to 19mm
You could also be modeling the R&ER, or other narrow gauge lines. (tradition
is to model OO9, and ignore diffences in gauge, such as the 4.5" difference
between some of the welsh slate lines...it does allow for interoperability, at
the expense of some slight realism)-so, you end up using 9mm gauge, but 1/76th
scale, ergo gauge is NOT dependant on scale
