Given the amount of feedback we've gotten from the rest of the groups (not too
much, nothing very serious) I'd say Mike ought to go ahead. He did a lot of
good work in elaborating my somewhat sketchy meeting notes into a much more
thorough doc...
There is no point in holding up the publishing that I can see.
