I have an idea for a shuttered fence, built using bulk bricks from Shop@Home.
Get a load of 1x6 plates, and lay down two lines 4 studs apart.  Add a
second row on top to join them all together into long lines.  Then, place
2x8 plates across them, each spaced by 2 studs, like railway track.  Then,
put more 2x8 plates underneath in the gaps.

I'm not sure there's anything on Shop@Home to help you stand it upright, but
brown 2x2-2x2 brackets from droid fighters are a good idea.  Or, you could
mount the fence on ROSCO's 1x2 posts.

If this is too big and chunky, you could use a single layer of plates for
the horizontals, held together by the vertical plates.  Or, use 1x6s for the
verticals for narrower shutters.
