Although your problem calls for a slightly different solution then what
I have to offer, here is an mockup for a heavy duty fence that I am
building for my current project. The final fence will only cover a
single baseplate but will be a combination of this open grate design and
a solid wall of tan bricks.

As Tom said, I would go with a combination of 2x2-2x2 brackets (there
should be a lot in brown available on brickbay from the droid fighters)
and plain plates.
