I don't think that entrants for themselves matters all that much.  It's the
entrants' non-FOL friends that are skewing the results.

I don't have any suggestions on how to handle this, except to limit voting
to contestants, or have people register in advance to vote (and be issued a
unique id to use on their voting form).

You're almost stuck with a manual system, no matter what you do.

It sounds like there are large number of entries, so you might want to
seriously consider moving away from the "one vote per person, per category"
approach.  Two alternatives:

1. Every voter ranks the entries in a category.  The ranking equals a
number of points (so being ranked #1 equals 1 point).  Add up the points,
and the low-score wins.

2. Every voter gets a set number of points to 'spend' per category.  They
assign a number of points to each entry.  Add up the points, and the high
score wins.

3. Everybody rates the entries from 1 to 100.  Add up the points, high
score wins.
