They still allow rotation, albeit with some friction.
I think the point of the black pegs is that they don't
have any slack for movements other than rotation,
unlike the grey ones.

In the old days before the black ones appeared, making and bracing large structures with the grey pins was "interesting" as said structures would be prone to an incredible amount of rattle and cumulative flexibility.
