I may be mistaken but I believe that this is actually Minifig scale. It is a
robot and does not have a crew and therefore I believe it is Minifig scale.
Someone please reply if I am wrong.

| (...) I'll reply anyhow--you're 100% right; look at the "non-Lego" droid fighters in relation to the rest of the 3.75"-scale action vehicles and the scale is the same. They come in threes from Kenner, they're so small, with a little "frame" (...) (26 years ago, 3-May-99, to lugnet.starwars)
