Sexist? I know it ain't canon, but in Heir To the Empire (et al) Mara Jade
is revealed to be the Hand of The Emperor (kinda like his directly employed
assassin). Rumor had it that he taught her limited force awareness, too.
Maul was weak in the Dark Side, otherwise he would have taken his time (and
anger) and mutilated and tortured Qui-Gon before Obi-Wan's eyes, just to
provoke the anger in the young Jedi and destroy him mentally. Maul was a
wuss, Sith-wise.
Palpatine is the Emperor in the 4-5-6 Star Wars movies, probably ascends in
Ep 3, and is the accumulated Dark Side knowledge possessor at the time of
these movies. All of the Dark Masters of the past (only one ever exists at
a time, passes the power, knowledge to his Dark Apprentice {probably
reluctantly}) exist in his form. After the loss of Maul, he began looking
for a replacement and found the impressionable young Anakin to be suitable
and most powerful, the perfect tool for his lust to take over the Republic
personally.
With the advent of cloning technology, it would seem reasonable to follow
that Palpatine wanted to live forever and pass his Dark knowledge (as well
as his own conciousness) to his own clone. That is what occurs post-ROTJ in
the Dark Empire series.
