That would be a bug. My apologies. I had totally forgotten about that option.
I don't know when I broke it but it definitely is broken.
I've fixed it now so that if you have that option selected it pops up the
templates and if you don't have that option selected it displays the
Cut/Copy/Paste popup menu. In my tests it seems to work correctly in all cases
(MDI vs tabbed windows, switching windows, changing the preference after windows
are open, etc...). I'll get that change into the next official release.
I hope to have the serial tower problems figured out in the next couple weeks
and maybe I'll get around to writing more help text during that same time frame.
With any luck I can put out a new official release in early November.
