I appreciate the description, but I'm having trouble figuring out how it could
possibly (even in the altered reality of marketing) come out to 3000.

Based on your description, it appears that the Scout user selects one of four
types of motion, and then selects one of four actions to take on a touch event,
and then selects one of four actions to take on a light event.

That works out to 4 x 4 x 4 = 64 combinations. To get to 3000, there has to be
an additional factor of about 50. Even if we factor in another 4 to allow the
second touch sensor to behave differently than the first (which seems likely)
there is still a factor of 12 left over.

What am I missing?

value between 1-12 to the Scout via IR. It is not said what this
does but I can assume this controls the 12 preset actions. I will
have to test this to find out.

Which 12 actions could that be? There are only 5 stimulus-response reactions in
your list:

  reverse
  seek
  avoid
  waitfor
  brake

or 9 if you add the four types of movement (straight, zigzag, circle, loop). It
appears that you're counting some of them twice and doing 4 + 4 + 4 = 12.

(...) The error is in my depth of description. My aim was to provide interesting general information instead of (perhaps) boring or confusing details. So to clarify: There are four MOTION actions but the "circle" command can be set to clockwise or (...) (25 years ago, 7-Sep-99, to lugnet.robotics)

(...) Of course there is no doubt that the RCX is far more versatile than the Scout but it still has it's advantages.
