It could be marketing at work. What is behaviour? A particular
sequence of moves? Just how many program steps can there be?
Then factor in the number of different move types. 3000 isn't
very many any more!

4 x 4 x 4 x 4 x 4 x 4 = 4096

Six program steps x 4 move types at each step. Remove a few trivial
ones and maybe you get to 3000?

Don't know the details myself, but I do work in a marketing role!
