This only works if you are discharging your NiCads to close to dead. If you
are topping them off every night then a timer based charger isn't a good
idea. Your NiCads will be fully charged pretty quickly, and then will spend
much of that 15 hours overheating.
If you use NiCads heavily then I think that smart chargers really do make
sense. Its too bad that they are so hard to find though. The only one that
I know of and use for standard size batteries is made by Olympus for AA NiMH
cells. Its $50 w/ 4 cells (big investment, but might be worth it if you use
a lot of batteries).
Finally, the Mindstorms set with the stock motors seems to last a long time
with alkaline cells. Unless you use your Mindstorms 24x7 (in which case you
should probably buy an AC adapter) it might not make sense to go to
rechargables.
