I run two club lists on Majordomo which are "closed" which means I (or one
of the other people the list owner id forwards to, or in fact anyone who
knows the password) have to approve subscriptions. One of them, the club
treasurer actually does all the subscribing (if you know the password, you
can directly subscribe anyone), the other, I usually do the subscribing.

Sometimes it's a pain (one of the lists is nearing 100 members), but I think
the security is worthwhile. Interestingly, I've set up the larger list so
anyone can post. This is because it is our young adult/20s and 30s list at
church and I'm always having people wanting to make announcements to the
group, so rather than me having to post them for people, I've just allowed
anyone to post (though this is used rarely, more often, I use the moderating
facilities to forward a post such that it appears the original sender sent
it directly to the list - handy for making sure THEY get the responses, not
me).
