Alternatively, is there a better suggestion for a first train set ($ are a
factor here...)

The Metroliner is a great set, and probably the best one that's out
there right now, but you are right it doesn't come with a regulator.  It
does however come with a motor.  This makes it a good second set.

I would recommend getting something that has everything you need to get
you going.  Regulators on there own are too expensive, and once you
really get into trains you'll find you have too many of them, not too few.

Of the current crop of sets either the High Speed Train(4511), or Cargo
Train(4512) will get you going.  The High Speed Train is pretty simple
as a model though, and only has curve track.  Something else you'll soon
find your self over run with.  The cargo train has some straight and a
switch.  Always nice to have.

It is still possible to find the Railway Express(4561) in stores.  This
one goes for around $189 CAN regular price.  It's one of those things
that hit clearance and is still around.  I've seen it sell for less then
$40 but not for a long time.  But they are still around.  Despite the
lowsyness of the model it is a good set with a lot of great pieces.

The Cargo Train would be my pick for a good first set.  Metroliner is a
good second set.  Unless you are afraid it will pass into history again,
then you might want to get it now.  Not sure, its been out for a while now.
