You can, if a third constraint is also given. Do you also know the angle
between the lines that connect the above mentioned points to the centre?
or distance of the line (that connects the above mentioned points again)
to the centre? or any other angle or distance? With only two given
points, you can't, since infinitely many circles can be defined by only
two points.
