Probably mostly because his face is not very transferrable. I certainly
wouldn't want a face like that commanding my starfleet, being mayor of my town,
driving my train, etc. Also, if we transfer his head from a male hair piece to
a female one, that's one ugly girl. Actually, I imagine that if you stuck red
pig tails (I'm not sure if they exist) on a Timmy head, it would make a fairly
good Pippi Longstocking :)
Probably the only other use I could think of is to make him Billy the Kid for a
Wild West theme. I only suggest this knowing that TLG is not making WW sets
next year. Either that or as the face of Augustus Gloop in a Willy Wonka themed
set. :)
