My opinion is that these Paypal fees are a sham .... if I buy something from
LEGO s@h or anywhere else in the US, the amount I pay is the amount that
shows on my credit card.  Paypal should at least be up front about it and
show these fees when you list a history of your account.  I called Paypal as
to why the amounts listed in my account and the amounts on my credit card
statement were different ;).   They didn't know until their finance dept was
contacted.

I tend to use Billpoint (1% on foreign receipts -- no charge on payments to
the US) or money orders and only use Paypal for payments from my balance
that others have sent me now.

I don't know why Paypal was so slow to accept foreign accounts and now they
charge us these "fees".

I sent my membership in recently, too.  I used Paypal - they now accept
international accounts.  I made my fee $13, to make it just under $CDN 20.
BUT Paypal adds a 2.6% (or 2.9%?) + $US 0.30 as a surcharge on international
transactions.  This pushes my total cost up to about $CDN 20.75 depending
on what my credit card company uses as an exchange rate.
