In theory, yes, but in practice?

My feeling is that persons of low morals would simply rip open the box,
shove the contents into their pockets/undergarments, and then discard the
box somewhere in the store (out of sight) so as not to draw attention to
their activities. I can't see them neatly opening the box and neatly
resealing it in order to fool the genuine customer, as I can't see how they
benefit from doing that.

It looks like a QA problem to me.

What I figured what Troy meant was that people were buying the set, taking
it home and deconstructing the box there and then re-gluing it (something
that had never occurred to me before... and apparently not to you either, or
many of us here). Then refunding their set (almost every retailer will let
you return an unopened set). They wouldn't be doing this to fool the real
customers, they'd be doing this as theft, plain and simple. And a very
cowardly one at that.

As for Paul's comments about the store not taking a light box back... well,
I don't think people handling refunds would notice that (not with the
zillions of different products they deal with)... the exception of course
being a toy retailer. But yeah, I check for tampering on all the sets I buy
too... and I really couldn't see any signs at all. I really have no idea
what to think anymore; but Troy's comments certainly cast enough doubt about
it being LEGO's fault that I know I can't be sure either way (but the burst
polybags lend credence to his theory as well).

I vote for taping all edges of the box with anti-tamper seals, like they do
for the opening sides.
