I want to add my two cents in here.
1st off...the set in question uses standard 4X2 bricks, a steering wheel,
and the shovel assembly, some wheels.  Yes, it does have the style
of today's juniorization.
A lot of the sets in the mid to late 70's looked like this. But look at
all the sets from 1980 to 1996??  Those are all definitely NOT juniorized.
I think I share a slight distaste of the town junior sets for a couple of
reasons - the vehicles on most of them really suck, (the printed fronts
for example), having several small instructions instead of a larger
consolidated instructions.  The larger blocks and more and more special
parts make it much harder to make new and unique models from the junior
sets.
IMO, the early years (circa 1970-1979), there was a lot of sets not really
worth getting.  That is my own opinion...there are a couple of notable
exceptions, but I've seen some of the earlier models, even had an
old fire station from 1977???  but definitely didn't like the vehicles.
Printed fronts (this time on 1X4 pieces, small vehicles that could hold
any mini-figs.  Generally, not very useful (again My Opinion)
I think I have similiar thoughts to most of the other sets in this
time period.
I'm glad I started collecting it when I did (1984)...got to get some
pretty good sets 1984-1990 and some really very cool sets 1991-1995.
I am now trying to fill in some holes in the collection, what sets would
add nicely to the existing "town" that I have....sorry no pics yet...
anyways, just to emphasize my point that while I think the pre-1980 sets
look very similiar to the sets designed after 1997, I strongly disagree
with you that there have been 30 years of negativity (juniorization!)
At least the models after 1997 can carry mini-figs.  The ones from the
'70's couldn't.

(...) Well, the mini-figs basically just sit on top of the smaller 1997 models (due to lack of doors, windshields, roofs...), and you could do that with 1977 too. (24 years ago, 18-Mar-01, to lugnet.general)
